BEGINNING OF THE PARTICIPATION PROCESS: DIALOGUE-FORUM "HUMAN RIGHTS, EMERGING NEEDS AND NEW COMMITMENTS"
The Human Rights Institute of Catalonia has been entrusted with the organization of a Dialogue under the heading “Human Rights, Emerging Needs and New Commitments". It was one of the 40 dialogues to take place within the framework of The Universal Forum of Cultures – Barcelona 2004, from 18th to 21st of September, 2004.
The Purpose of this Dialogue was to analyze the current status and force of the Universal Declaration of Human Rights in the 21st Century. The aim was the elaboration and adoption of a new “Charter of Emerging Human Rights” by civil society, with the idea being to encourage the values of freedom, equality, pluralism, solidarity and the institutional principles of democracy. This should allow the reinforcement of the statute of citizenship, the establishment of the social agenda of the New Millennium and, in addition, the review of the current international system of guarantees of fundamental rights.
Now, with the conclusions of the Dialogue and with the perspective that it permits us, we are trying to stress the ideological elements that are essential to giving an ethic dimension to globalization from the perspective of an improved worldwide democracy, and to foster a framework of education on human rights in which new generations can participate actively.
Moreover, this dialogue signalled the beginning of a participatory process, which the Human Rights Institute of Catalonia would like to encourage and continue.
